CaMK 2 synaptic plasticity article

I have absolutely no idea what this article is talking about (beyond the concept of synaptic plasticity) just saw the title and thought cool.. but got hopelssly lost trying to read the review of the work that's been done..... someone else might be able to fathom and tell if it has any relevance...
